【Forward】 Ministry of Health and Welfare "General Explanation of the Amendment of the Regulations on the Management of Volunteer Service Certificates and Service Record Books"
According to Article 12 of the Volunteer Service Act: "Volunteer service utilization units shall issue volunteer service certificates and service record books to their volunteers. The management regulations of the volunteer service certificates and service record books in the preceding paragraph shall be determined by the central competent authority." Therefore, the Regulations on the Management of Volunteer Service Certificates and Service Record Books (hereinafter referred to as these Regulations) are formulated and promulgated and implemented on April 20, 2001. In order to cooperate with the goal of fully online volunteer information and management in the 2015 year, and to meet the needs of online issuance of service record books and online management of volunteer-related information, these Regulations are amended. The main points of the amendment are as follows:
1. The matters that should be recorded in the volunteer service certificate are listed in separate paragraphs, and other matters designated by the competent authority are added. (Amendment Article 3)

In order to make the matters that should be recorded in the record book more clear, it is stipulated that the volunteer service utilization unit should record the content of the service record book. In addition, in order to cooperate with the process of online volunteer information and management, it is stipulated that the content of the record book should be recorded in the National Volunteer Service Information Integration System (hereinafter referred to as the National Information System) from January 1, 2016. In response to the onlineization of volunteer information and management, the regulations on volunteer service application records and related operations are amended. (Amendment to Article 5)

The relevant provisions on the revocation of service certificates for unqualified volunteers have been revised, and it is stipulated that those who violate the relevant provisions shall be corrected and recorded in the record book. (Amendment Article No.)

5.
In conjunction with the onlineization of volunteer information and management, add relevant regulations that volunteer service users should register in the national or local information system. (Amendment to Article 9)
